We served together in this body for 14 years and in that time I came to know Jack as a warm and thoughtful colleague. His legislative accomplishments are well known. Jack was a member of the Foreign Affairs Committee and wrote the Soviet Jewish Refugee Assistance Act of 1972 and remained prominent in the issue of Soviet emigration. He also was the chief sponsor of the Nuclear Nonproliferation Act of 1978 which bans the export of nuclear fuel and reactors to nations that will not open their facilities to international inspection. We use the term "gentleman" to refer to our colleagues in the House.
