Few Members have been as devoted to the public interest as he. and I know that his loss is felt deeply by all of us in Congress. Our former colleague was a major force in the Congress. He was a member of the Foreign Affairs and Interior Committees. and was an outspoken supporter of Israel. He wrote the Soviet Jewish Refugee Assistance Act of 1972 and was the House author of the Nuclear Nonproliferation Act. He was instrumental in the passage of the War Powers Act and was a key factor in the successful drive in 1977 to abolish the Joint Atomic Energy Committee. He was a congressional leader in the area of housing.
