Mr. Speaker. one of the numerous pieces of misinformation that we are constantly subjected to by the Reagan administration. in its attempt to justify its misguided Contra aid policy. is that that policy will somehow help prevent Central American refugees from fleeing to the United States. This view is not shared by specialists. unfortunately. they do not have the administrations access to the media. so their views tend to be lost in all the rhetoric. In this regard. I wanted to call my colleagues attention to a recent study by two experts: Dr. Patricia Weiss Fagen. staff associate of the Refugee Policy Group in Washington. DC. and associate professor of history at San Jose State University in California. and Dr. Sergio Aguayo. professor at El Colegio de Mexico in Mexico City.
