Speaker. the week beginning December 10 is traditionally recognized by many United Nations countries as International iluman Rights Week. This week has been set aside to observe the unanimous adoption of the Universal Declaration of Human Rights by the U.N. General Assembly on December 10. 1948. The document guarantees to all people fundamental human rights. including the right to the freedoms of religious expression. conscience. and emigration. Mr. Speaker. as we commemorate the 37th anniversary of this landmark agreement and recommit ourselves to the principle of human rignts. we must not forget the victims of human rights abuses around the world.
