We must persist in demanding attention to this problem whenever representatives of the United States and the Soviet Union meet for discussions. Soviet officials must know that these serious questions of human rights will not be ignored by the Government of the United States. Mr. President. I am proud that so many groups and individuals here in our own country and around the world continue to take an active interest in the problems confronting these people in the Soviet Union. In my own State of Oklahoma. there are several groups which are playing an active role in this. and which are affiliated with national and international organizations who speak out and challenge Soviet policy regarding emigration.
