Romm was raised by his uncle. This uncle. whom Iosif Romm looks upon as his father. now lives in Israel. and since 1980. Romm has sought an exit visa to be reunited with him. In the face of the clearly close bond between the two men. the reason the Soviet Government gives for denial of the visa is insufficient kinship. Romm has had to bear the economic burdens customarily imposed upon those brazen enough to inform the state of their desire to emigrate. Although trained as an electronics engineer. he cannot find work in his field. And rather than face charges of parasitism.
