I have spoken here in this Chamber many times before on behalf of those Soviet citizens who are being forced to remain in the Soviet Union against their will. and I call upon all of my colleagues to redouble their efforts regarding this critical issue. Mr. President. we know of the tremendous problems facing many Soviet citizens who have applied for permission to emigrate from the Soviet Union. The persecution and restrictions facing many Soviet citizens. particularly those who consistently practice their religion. are welldocumented. In addition. the activities of the Soviet Government in this area are clearly in violation of the Geneva accords.
