For all of these reasons. Mr. President. I regret that I must oppose final passage. I know how hard Senator SIMPSON has worked and I commend him and his excellent staff for it. But an unworkable bill is a bad bill. and in that case. I prefer no bill at all. I would hope that we could still begin again. perhaps in narrower scope and concentrating on more limited objectives. like beefing up the INS and our border security first. and then taking up these controversial measures at a later date in more piecemeal fashion. I. therefore. am going to vote against S. 1200.
