There is no doubt in my mind that the growers of perishable crops are going to be much more cautious and prudent in their planting and production. and that the lack of flexibility for the long term in the production of perishable commodities will be injurious to that industry. It will hurt producers and. ultimately. will hurt consumers. The new version of the Wilson amendment will prevent the effective operation of a wellbalanced immigration reform package. Finally. I feel that the trigger mechanism for the legalization process has been greatly watered down and no longer provides an effective trigger by requiring an absolute diminution of illegal immigration into the United States. The working of the present trigger has been softened and its potential has been blurred. I am not sure that our borders will be secure at the time that anmesty comes into effect.
