But I think the Senator is quite correct that the language does not say that. If the language remains as it is in the legislation. I can see not only the possibility of an Attorney General and the Immigration Scrvice establishing an odious kind of process and procedure. I can see other countries establishing similar kinds of restrictions against U.S. citizens when they are traveling abroad. It does seem to me to be highly obrectionable for the very sensible reasons the Senator from Montana has stated.
