I think the Senator has understated the kind of anxiety they feel and their fear of the implications this provision will haveof the United States being the first country in the world that puts the tin cup out for people when they are coming into this country or coming back into this country. The implications of that I think are profound indeed. Myself. I think they are beneath the dignity of this Nation. I think we are all familiar with the kinds of fees that have been established to date. the visa fees to pay for consular services. which are quite appropriate. Almost every nation in the world does it. There are the airport fees which we have seen in country after country.
