I am not going to take much more of the Senates time here. We have other matters to attend to. Let me say. first. that as I understand present law. the kind of matters. the Senator from Wyoming wishes to see covered are already covered. We do not need this provision for airporttype user fees and visa fees. Second. the fees provision causes a problem because about onesixth of our border crossings in the North are unmanned. Who is going to collect the fees as Canadians come across or as they go back across? There is no one there to collect them.
