It was in the bill when it was introduced in the 98th Congress. and it had not been changed in the course of markup. The State Department is less than enthusiastic. that is true. But both Congress and the Office of Management and Budget have been notoriously tightfisted with the Immigration and Naturalization Service. The past inability of the INS to provide prompt and efficient service is notorious. Border enforcement and interior enforcement have been insufficient and ineffective.
