Mr. Chairman. if the gentleman will yield further. the question I would raise is that there are a few areas of government that clearly are the fundamental responsibility of the Federal Government. national defense being among those. of course. Immigration is one of those very sensitive and critical areas where the Federal Government has the basic responsibility. And this is an area of our responsibility where of late we have had an explosion in terms of numbers. When you have those kinds of circumstances. it seems to me that the policy committee has to be able to be given some leeway.
