That victory was made possible by the alliance between the United States and the Soviet Union. Now as our two countries mark that anniversary. there is an important opportunity available to the new Secretary General of the Communist Party of the Soviet Union. Mikhail Gorbachev. an opportunity that will reflect favorably on the Soviet Union and that will certainly have a favorable effect upon relations between our two countries. A number of Soviet citizensveterans of the Soviet Army who fought to defend the Soviet Union during World War IIhave requested permission to emigrate from the Soviet Union. Thus far that permission has been denied by the Soviet Government. On this 40th anniversary of VE Day.
