I would Just like to rise to support the remarks of my distinguished colleague. the gentleman from Pennsylvania. the chairman of the Labor Standards Subcommittee of the Education and Labor Committee. and to support the amendment. Mr. Chairman. this amendment addresses two provisions in the bill pertaining to independent contractors retained by the State Department under the Migrant and Refugee Assistance Act and. essentially. security personnel under the State Department Basic Authorities Act. The committee bill extends coverage of the Federal Employees Compensation Act [FECAJ to these individuals and authorizes the Secretary to settle tort claims against such individuals. My understanding is that this language does not reflect the administrations position. and the amendment would strike this incompatible language.
