One pregnant young woman. who with her husband has applied to emigrate to Israel and who met with us. was subjected to a 10hour police search of her apartment. Despite the limitations on our ability to aid these people directly. we must continue to press Soviet authorities for their rights. We must not let our desire for agreements on nuclear weapons obscure the fact that no improvement in our longterm relationship with the Soviet Union is possible without Soviet improvement In the area of human rights.
