I spoke at the National Conference on Soviet Jewrys "Emergency Action for Soviet Jews." These two events. which brought together hundreds of Soviet Jewry activists from around the country. had one common themeurgency. For the Jewish minority in the U.S.S.R.. this is truly a critical time. Emigration rates hit rockbottom in 1984 with less than 900 Soviet Jews emigrating compared to over 51.000. 5 years ago. A systematic campaign of harassment and arrest of Jewish cultural activists and Hebrew teachers was launched last year. Presently. there are 19 Soviet Jewish prisoners of conscience and there has been a disturbing increase in the use of violence against them and other Soviet Jews.
