Food cutoffs have created mass starvation. and there have been reports of random killings and massacres of entire villages. Arrests of political opponents are numerous. and the conditions are horrible at the military prisons where they are detained. Imprisoned only for the beliefs they hold. the political prisoners suffer physical abuse and starvation. The Washington Post article quotes Roger Winter. director of the U.S. Committee for Refugees. He says: It would not have been believable to a westerner that conditions in Uganda could be worse under Milton Obote than they were under Idi Amin. But the numbers of people affected by these crazy. irrational killings are larger.
