In other words. the conference report is fully in line with Presidential and congressional budget ceilings. It is a fiscally responsible report. Let me briefly outline some of the more important provisions in the conference report. The conferees agreed to continue the effort to enhance the FBI and the Drug Enforcement Administration. and particularly to focus on getting violent criminals and organized crime drug smugglers off the street. We agreed to add 1.000 new positions to the Immigration and Naturalization Service to significantly beef up the patrols along the Southwest border. We agreed to provide $85 million to the U.S. Information Agency for the radio transmitter modernization of the Voice of America.
