These four meteorologists have applied to emigrate. have been refused permission. and subsequently have been forced to retire early or have been fired from their positions in academia. The reasoning for their refusals. given by the Government. has been that these meteorologists possess state secrets. The Soviet Union has already agreed to share socalled state secret information with meteorological bureaus of the 35 nations that signed the Helsinki accord. Furthermore. there is an international agreement to the effect that all weather forecasting positions are completely unclassified. Last year. in the Extension of Remarks.
