For many years. he was in charge of the dynamic meteorology chair of the Leningrad HydroTechnological Training Institute. He is an author of several books and textbooks. as well as many papers. In June 1979. Dr. Laikhtmans son. Boris. and his wife applied to emigrate to Israel. Later that year. they received a refusal from Moscow. the reason being that the whole family had not applied to emigrate. After much deliberation. Boris father. David. decided that both he and his wife would also apply to emigrate. They did so late in 1980. Within 1 month. the entire family was refused on the grounds it was against the interest of the Government.
