Speaker. it is my duty as a Member of this body and an American concerned with human rights to participate in this congressional vigil on behalf of Soviet Jewry. As American citizens. accustomed to practicing the faith of our choice in total freedom. it is difficult for us to conceive of an environment in which one is persecuted for his or her religious practices.
