INS will need time to organize and publicize the legalization programs. Forms and checklists will have to be developed and there must be workload and staffing adjustments made to accommodate this task. No matter what outreach is contemplated by INS. their efforts will have to be supplemented by support groups in the immigrant community. This process will also take time. The second part of my amendment would extend the application period from 12 to 18 months. The additional time is in recognition of the reality that documentation of residency will be difficult for those who apply for legalization. Life in the immigrant community may be described as "cash and carry." Credit cards and checking accounts which produce a paper trail of each middleclass Americans life are virtually unknown in the immigrant communityparticularly for those who do not currently have legal immigration status. The collection of school. health and other records which certify presence will be a time consuming process. It is clear to me that offthebooks employers and landlords will be unwilling to supply documentation.
