I think that this is as practical as any part of the bill. To have to pay the cost of trying to rid the country of those who have come in illegally. at this point. would be to pay a very dear cost. At the same time. we would not be able to expend the kind of money needed to establish the controls on the border which would stop future illegal aliens from entering the country. I think we should bear that in mind as we approach the legalization question. We would like to see the image and the reputation of our country preserved as we carry out a very difficult process. Nobody is in favor of advocating illegality. We would like to have procedures established which would prevent the flood of illegal aliens in the country in the future. The way to do that is not to have a punitive and hostile policy which would be unworkable. and this amendment would help to make the legalization program more workable. I thank the committee for accepting it.
