Before I describe the amendment specifically. I want to note that nothing is more important in this bill than the legalization program. The amnesty program is not only the most humane approach to the problems we are confronted with. with large numbers of illegal aliens already in the country. it is also a very practical approach. We have been told or the impression has been given that this bill would somehow help us to control our borders better. That once this bill is passed. our borders will be better controlled. and fewer illegal aliens will enter the country. There is really not much in this bill that addresses itself to the control of our borders. I think we should consider the problem of controlling the borders is still there and will cost a great deal of money.
