I have an amendment to this bill that would put in place a commission that would study the problems of immigration in this hemisphere and study. also. the economic conditions of Latin American countries. making the recommendations. after that study. to do something about building up the economies of these nations. For an example. we destroyed Europe during World War II and then we rebuilt Europe and now we are trading freely with them. We bombed Japan twice and now they are bombing us with Toyotas. with Datsuns and with computers.
