Mr. Chairman. I move to strike the requisite number of words. Mr. Chairman. there is no doubt in my mind that the sacred cow of this bill is the sanctions provision which by some stretch of the imagination are being passed on as immigration reform. This bill does not. in fact. address itself to the problems before us. The reason that these people come to work in the United States is because they are hungry in their own country. In most instances they are starving. The other reason is that we have been involved in Central America with the result that people from El Salvador come to the United States. running away from a government that we support.
