This amendment only says very plainly. let us find out if we need criminal sanctions before we have them in this legislation. This bill is not in concrete. Next year we can put criminal sanction. in if we find that these civil sanctions of $1.000 or $2.000 per unauthorized worker is not sufficient. But I think it would be an awful thing to say by passing this bill we are going to make criminals out of businessmen and women across this land. particularly in the gentlemans and my area. I would hope for equal enforcement by the services who will do the detection and apprehension of undocumented workers. but I am not sure that that will be the case.
