Chairman. once again the issue here. what we seem to have done is if we all recognize that the problem is at the root in our relationship with Mexico. what we seem to have done in this bill is simply say this is not our jurisdiction. it is not foreign policy. so we will just have a study. or a peopletopeople program. We need more than thatthis is a dramatic foreign policy issue that should be discussed politically at the highest levels of government. My point is that issues relating to undocumented workers and criminal sanctions are an issue of major bilateral importance between the United States and Mexico. And whenever there is an agenda between Secretary Shultz and the Mexican foreign minister. there are all kinds of issues to be discussed. trade. foreign policy. Central America. but when is immigration ever elevated to this level? What has this bill done to engage us in a meaningful dialog with Mexico? What have we done to promote our foreign policy relationship on this area which is key to this bill?
