Speaker. I would at this time like to speak on behalf of Soviet Jews in the Congressional Call to Conscience Vigil. In spite of the efforts of the President. the Members of Congress and the National Conference on Soviet Jewry and its local affiliates. and in spite of universal condemnation of the U.S.S.R.s denials of emigration rights. Soviet Jewish emigration continues to decline. In 1983. Soviet emigration declined to its lowest level in more than a decade. Only 1.315 individuals were allowed to emigrate last year. 50 percent fewer than in the previous year and 97 percent fewer than in 1979. I recently received a letter. carried from Moscow by an American visitor. from a Soviet Jewish writer who submitted 150 requests for permission to emigrate over a 7year period. He writes: You. Mr.
