Despite the fact that this measure has been carefully studied and considered by Congress for 3 years. that it has been approved by the House Judiciary Committee. that it has been passed by the other body twice and is supported by a broad constituency in this land. H.R. 1510 has still not been cleared for floor consideration. While many alternatives have been recommended. H.R. 1510like its Senate counterpart. S. 529remains the best vehicle for solving our numerous immigration problems. H.R. 1510 embodies a solid bipartisan effort to deal fairly. justly. humanely. and effectively with one of the great challenges of our time. The time to take up H.R. 1510 is now.
