Mr. Speaker. last MayMay 5. 1983. to be precisethe Judiciary Committee approved by a 20to9 vote the Immigration Reform and Control Act. H.R. 1510. March 14. 1.984 H.R. 1510 would do several things to bring order from the chaos which today marks U.S. immigration policy. H.R. 1510 would help our Nation gain control of its borders by enhancing border law enforcement and by sanctioning those employers who knowingly hire undocumented aliens. The measure would provide a carefully controlled. tightly supervised program to provide temporary foreign labor to do those agricultural jobs which U.S. workers or green card holders are certified not to want. H.R. 1510 also does essential justice by legalizing the status of those aliens who have entered the United States without proper documents but who have developed substantial equities while living and working in the United States.
