Mr. Speaker. I have several times brought to the attention of this body the plight of the Soviet Jews. and in particular I have taken an interest in the case of Tsalo and Khaya Lipchin. An article recently appeared in the Cape Cod Times about the continued suffering of this family. which is forcibly separated by the Soviet authorities refusal to allow Tsalo and Khaya to emigrate to the United States and join their son Leonid. I would like to introduce this article to keep the Lipchins situation in the public eye. and because I think this article gives a good impression of a day in the life of "Action for Soviet Jewry." a hard working and selfless agency which has been endlessly helpful to my office and to other congressional offices in enabling us to confront the failure of the Soviet Union to live up to its international commitments on human rights.
