Mr. FASCELL has amended the resolution to recognize this and I support his efforts to strengthen our expressions of protest against the deliberate mistreatment of so many Soviet Jews. The resolution calls upon the Soviet Union to comply with the Helsinki Final Act and other international agreements that is has signed. by ceasing its persecution of Jews. and permitting free emigration. The resolution also urges the President to make use of every appropriate opportunity. including trade talks and scientific exchanges. to seek reforms. It sends a message to the Soviet Union that I urge all Members of the House to support.
