Current relations between the Governments of the United States and the Soviet Union are on thin ice. Hopes that the Soviets treatment of Jews might improve have not been realized. So we are watching with alarm a startling halt in the Soviet Jewish emigration and an increase in antiSemitism in the Soviet Union. Last month 91 Jews left the Soviet Union. the lowest monthly figure since February. This brings the total for the year to 1.162. less than half that for the first 10 months of 1982and a sharp drop from the departure of more than 50.000 Jews in 1979.
