Session #97 · 1981–83

Speech #970224245

Mr. President. if I may have the attention of the Senator from Iowa. one of the adjustments we made in the committee was to move the cutoff date from 1980 to 1982 so that we would deal fully with the problem we are faced with today. When we start moving back from 1982 to 1980. we are leaving in limbo a large number of undocumented aliens who are here today. I do not think an argument can be made with regard to any prospective date. because that would serve. perhaps. as an inducement for individuals to come in order to be included. But those who were here in 1982. prior to the time this issue was addressed. if we are serious about dealing with the problem. they should be included. too.
