We do restrict benefits under this amendment for persons legalized. That is in accord with U.S. policy for the past 100 years. We have always been concerned that legal immigrants not receive Federal payments. The first immigration statute of 1882 prohibited entry of paupers and persons likely to become a public charge. Similar restrictions have been included in every immigration statute since that time. An immigrant who is likely to become a public charge is excludable initially. and an Immigrant who becomes a public charge after admission is subject to deportation. So. because of the adjustment of benefits contained in this amendment. OMB has indicated to us. through the Attorney Generals office. that funds are availablethis is a critical issuefor a block grant to the States to offset any emergency or other benefits.
