I rise in support of Senate Joint Resolution 154. introduced by Senator PELL and myself. This resolution expresses the sense of the Congress that the Soviet Union should cease its persecution of Soviet Jews. The resolution now before the Senate addresses the issues of Jewish emigration. harassment. and assaults on Jewish study groups and reminds the Soviet Union that it has accepted obligations in these areas under the universal declaration of human rights. the Helsinki accords. other international covenants. and the Soviet Constitution. Mr. President. there is no question that through its policies and procedures the Soviet Government fosters the growth of antiSemitism.
