The fact of the matter is that with the present Office of Language Services deeply submerged within the administrative hierarchy of the State Department. we are courting a disaster similar to that which befell President Carter in Warsaw. Consider for a moment. if you will. the organizational structure of the State Department at the present time. In addition to the immediate office of the Secretary of State. the offices of several Under Secretaries of State. and a handful of other offices. there are a total of 17 bureaus in the State Departmenta Bureau of Consular Affairs. Refugee Programs. European Affairs. and so forth. One of the largest of these is the Bureau of Administration. and it is here that we must look to find our corps of professional linguists.
