The gentleman mentioned the celebration of Pearl Harbor and the 45yearold ship. We have ships in Alaska that are 45 years old that are trying to chase Russian and Japanese ships off the 200mile limit area. and we are frankly undermanned and underprovided for as far as hardware goes. I truly believe that as long as this Congress charges the Coast Guard with drug control. oil pollution control. refugee problems. safety and rescue. implementation of the 200mile limit. then this Congress has the responsibility of funding it adequately. I truly believe that this proposal of the committee is in fact not enough. but it is better than what is being proposed by the gentleman from Kentucky.
