Mr. Chairman. I too want to thank the gentleman from Kentucky for his statement. because I think it is terribly important that the House realize that the justification for this rescission is the change in the amount of refugees coming into this country. As the gentleman well knows. one of the most effective programs we have is thematching grants program under which the private sector and public sector work together for the entry of Soviet Jewish refugees. I just want to point out and underscore what the gentleman said. In January. the numbers were way down. In February and early March they started to go up again. and then they were down.
