I appreciate the statement--from -the chairman. If I could just clarify for the record what the situation is. it is this: Under the Refugee Act of last year. we gave the authority to the Federal Government to allow a flow of 14.000 refugees a month to come in. That flow has been reduced to about 8.000 to 9.000 over the last several months. However. the State Department believes. in its interpretation of the law. that they have the right to make up the monthly difference within any 1 year. and in the event they do that. it would require us to come in for additional funding.
