I wish to thank the gentleman from Kentucky for his explanation of this cut. The southern California area. which I have the honor of representing along with Mr. LUNGREN and others. becomes the final place of location for the bulk of the IndoChinese refugees. We have about 200.000 of them down in southern California now. and they are working to assimilate. We are trying to bring them into our economy and society. but there is still a very great financial burden for aid to many of these people which will fall upon our local taxpayers if Federal help is not available.
