The scant minority voter participation in the bilingual ballot program also shows once again that wellintended but misdirected edicts from Washington do not change human behavior. Many people in my district have told me they are insulted to be mailed a Spanish language ballot simply because they have a Spanish surname. They rightly consider themselves American citizens and they use the language of our country. English. The naturalization test requires proficiency in English. Why then do we ask certain of our citizens to vote in their previous language? Congress has mandated a great deal of waste through the bilingual ballot program. funds that could be better spent in other ways to encourage minority and all citizens to vote.
