I rise today to support the legislation offered by the distinguished Senator from Oklahoma to amend the Farm Labor Contract Registration Act of 1963. I am a cosponsor of this amendment. which I hope will reduce the amount of unnecessary intervention by the Department of Labor into the lives and the businesses of lawabiding farmers. The original intent of Congress was to curtail abuse of migrant workers by crew leaders. It appears that the Department of Labor has exceeded this original focus with a variety of e:cessive regulations with which farmers and other agricultural employers must comply. These regulations force farmers. ginners. and employees of agricultural cooperatives to be fingerprinted. disclose their salaries. and do other needless. burdensome things to satisfy the Department of Labor. This represents not only unwarranted bureaucratic intervention but also a counterproductive. inefficient manner of seeking out the small number of violators. I hope the Senate will pass this amendment. which I feel confident will clarify the original intent of Congress and help properly focus future investigation of abuses of migrant workers. I wish to thank the distinguished Senator.
