Since that time. he has cooperated completely with the United States. and particularly the U.S. Air Force since he defected. In fact. he has made a unique contribution to our national security and his effort merits our special consideration. The private bill we are introducing today waives provisions of the Immigration Act which require a 10year waiting period for persons who have been members of the Communist Party in a foreign country. Without this legislation. he would not become eligible for U.S. citizenship until September 1986. because as an officer of the Soviet armed forces Mr. Belenko had automatically become a member of the Communist Party of the Soviet Union.
