Going to the issue of asylum. under the law it says that asylum may be granted in the discretion of the Attorney General if the Attorney General determines that an alien is a refugee within the meaning of section 101 (a) (42) (A). That really contemplates that regulations will be issued to determine who will be eligible for asylum. who qualifies. and what procedures will be used. Indeed. until that happens. these people are really in limbo. the Haitians and the Cubans. Do you have any plans for establishing or promulgating these regulations promptly?
