Session #96 · 1979–81

Speech #960247224

The act requires new regulations by June 1. We have been working with the INS to prepare regulations to meet that deadline. Looking at those as interim regulations and then a publication shortly thereafter for public comment on the ultimate final regulations. but I should point out there are existing regulations providing for asylum processing and a procedure to establish that. All this goes back to 1968 when the United States accepted the U.N. protocol relating to the status of refugees. Its that treaty standard that Is now embodied in the statute. This is not a totally new legal provision for the United States.
