The tragic lesson of the Nazi holocaust was not so much about Nazism as the danger of silence. We know now that the Nazis viewed the worlds indifferent response to the holocaust as tacit compliance if not silent assent to their brutal policies. We must never make that mistake again. As individuals. and as a nation. we must be vigilant in speaking out against human rights violations wherever they may occur. Today. I appeal once again to the Soviet Government to allow Isaak Shkolnik to emigrate to Israel and to live with his wife and daughter in peace. So long as I am here. Mr.
